Lets see, that's what 7 - 10C. Depending on where you are, and what temperatures have been like lately, it's debatable. Around here temps have been running on the warm side, last night was around 7C, and it felt cool out this morning, however the biggest factor is wind chill, which can make it feel considerably colder then it is.
For example it felt freezing in the warehouse, yesterday afternoon with a temperature of 12 it felt like 2 with a 41km/h wind.
I would skip the insulating layer, but carry it in a backpack or pannier, which would allow me to add it, if I had to stop for some reason. I would skip the tights going for some wind/rain proof pants, and maybe a pair of legwarmers. While cycling you want to run a little on the cool side, because activity will add it's own heat. However if you stop for some reason like a flat tire or breakdown, you want to add the thermal layer so you don't get cold while working on the bike, then drop the thermal layer when you get going again.
