Cruise altitude is always the indicated altitude with the
local altimeter setting, or at the transition altitude
[18,000 feet in the USA, lower in Europe, maybe 2,000
meters] you fly Flight Levels FL180, FL270, etc.
You use density altitude to determine performance, such as
true airspeed and rate of climb.
