I don't know where you saw this but SQL does have a GPS 30 approach that is approved. I've flown in a half dozen times. I believe it became permitted about 1 1/2 years ago.

Incidentally making a Bay Tour of the airports IFR is just as much fun as the VFR trip. Been there, done that.

the standard departure from SQL to the STS area usually has you fly directly over SF.
