In Canada, on the air bases I flew into, all the parking spaces had
electrical outlets that you could plug your water/oil heater into so
that you could start your car when you went home at night.

In a EV world in the Cities, I can see in lieu of (or with) parking
meters, a time monitored outlet that you could drop your quarters into
and plug in and recharge your batteries while you were at work or
shopping, etc.

If I could get a EV that I could carry my wheel chair in, I'd
seriously consider it to drive around Houston. It also would have to
do at lest 55 mph to flow with our crazy traffic. All my shopping and
going to Doc's would fit into a 35-40 mile round trip and if I could
charge while doing my business, would have the best of both electric
and petroleum worlds.

As they currently exist, there is no need for battery charging
"stations" -- every house and business has a 110 volt electrical
outlet.

What they are trying to do is make the EV into a replacement for the
automobile. To that end, these "stations" are being considered in
several forms, including places where you would simply swap battery
packs, like your cordless drill. Of course, that would mean
standardizing batteries, and figuring out a way to slide 'em out from
under the vehicle -- none of which is going to happen in the near
future, and will probably never happen in the U.S.

Which is why (IMHO) EVs are destined to remain "commuter vehicles",
where you drive to work and plug it in. Go home from work, and plug
it in again. That's all there is to it.
