This is not failure to plan. This is planning to fail.
No wonder the USAF leadership flunked out.

Well there is an alternative, building more F-22s to replace them.
There are two alternatives.
Crank up the F-15 line again.
Crank up the F-16 line again.
Build more Super Hornets
Get the F-35A into production
