This is not failure to plan. This is planning to fail.
No wonder the USAF leadership flunked out.

Seeing as you have such an incredibly clear vision of how things should be why not run for Congress? Surely a brilliant fellow like you will be able to cure all the ills currently being suffered by all the services. With your keen grasp of the situation and incredible judgment you should be able to win election.
