Actually since Sept. 11 scramble readiness has probably been improved.
It was for some years afterwards at least. Continental defense will be
a renewed concern for a while, and is always important.
And the result of the ANG actually doing their jobs and putting
aircraft into the air has been even more wear on the airframes while
the last ever USAF F-16 was delivered on March 18, 2005.
The only way out of this mess is to start ordering new F-15Es for the
ANG. They won't need stealth to hide in American skies and they'll be
able to second wave as bomb trucks overseas once the F-22s have shot
down all the enemy fighters and the F-35s have DEADed the SAMs.
