So sell the first 100 sub-standard Raptors to our gullible allies and
build another 100 that are up to date.

There's a big difference between expected life span for ships and aircraft. The Navy simply won't build big boats with short life spans.
Then again, you also believe B-52 can operate under water and nuclear submarines can fly over major land masses.
