Unless the US has given up its requirement for maintaining a decent tactical airlift capability, it needs more than a few new C-130's. The last 15 years of unpleasantness in the middle east has worn out the C-141's (fleet retired) and most of the C-130E's. The -H's are getting tired too.
Unless there is another option on the horizon, I don't see a way around buying a bunch of C-130J's.
