The second bomb was used because things were on autopilot and the second bomb was to be used as soon as it was ready for use.

There was no deliberative decision to use the second bomb for any particular reason other than that was what the op plan called for.

On August 10, Truman, perhaps a bit appalled by what had transpired, took back control of nuclear weapons and directed that no more be used without his personal and express authorization.
