EMP Anti-Radar Weapon?

Was reading that EADS in exploring an EMP burst emitter for use
against enemy a/c, but was surprised to learn that such a weapon has
already been explored for the F-22 under EMP Anti-Radar research???

Does the F-22 possess this on anything operational?

I guess it would allow the F-22 to target an enemy a/c and then EMP
burst its electronics, shutting down enemy radar and possibly other
critical systems.

Intriguing, but not a new idea either.

This has come up as an offensive weapon since anti-EMP hardening of
military electronics back in the 1980s.
