Wrong weapons for that job, I think,
But somewhere that I trusted at the time I did read that the U.S. had an
express targetting intent of killing a high percentage of leadership. The
operative definition of leadership was claimed to amount to several tens of
thousands of people.
But I've often heard the Pershing (short flight time, high accuracy)
described as a weapon particularly suited to cause to concern to those who
might otherwise think themselves as having time to move to more secure
facilities than their daily haunts. And I've read once or twice that part
of the reason for retaining the Titan II force well past its sell-by date
was in order to allow a significant number of its large warheads to be used
to put a deep leadership shelter near Moscow at adequate assured
destruction.
I got one hint that perhaps we thought the Soviets returned the target
intention compliment. My uncle the General's wife once commented fairly
shortly after he retired that she was glad he was off "their list" and did
not want him doing something which might get him back on it.
I (obviously) have no inside knowledge on this point, and what I've seen in
print was a while ago and not frequently repeated. I'd be happy to see
correction from those with better information of any kind.
