Jiro Horikoshi's book runs along these lines:

with a few asides about specific problems. I think he gave the Navy
what they wanted even though he didn't personally agree with the specs.
He was reading all the latest foreign literature (German ones put him
to sleep) but the Japanese industrial situation, especially the
shortage of engineers and technicians, meant that they had to find
their own path.
