Sorry, but I'm a bit confused here. CO contains only carbon and
oxygen. I thought the usable energy from a hydrocarbon came from its
hydrogen being mixed with oxygen. How would you use CO to make power

Most of the energy from burning a hydrocarbon does come from the
hydrogen oxidation,
but not all. Carbon yields a substantial portion too.
Carbon monoxide burns as Scott mentioned. This is one of the bases
for fuel cells, converting
baser fuels to carbon monoxide and oxidizing them in the fuel cell.
Really silly question: can ALL oxidation be considered "burning"? Like
maybe even such phenomena as rusting?
