That's a "triple square" a.k.a. "cheesehead" bolt, a little hard to find drivers for them but I picked up a set a while back at a CarQuest. VW uses them a lot, so if you have a VW specialty shop or import car parts place around that would be a good place to try. That is NOT a Torx head!
If they are loose enough you can use an Allen wrench on these, but if it starts to fight you, don't force the issue because they will strip.
