So, Hill is either totally clueless, or being deliberately obtuse.

Of course it's not Digger that's the problem - it's the broadcast
philosophy that Digger represents that everyone is complaining
about. We don't want technical gimmicks like cameras in the
pavement, with or without stupid animations. We want to watch
the race. Once FOX figures that out, they may see ratings
improve.
