Also, and this I think is important, Harvick's spotter had said "clear,
clear", before BV hit his brakes. Therefore, KH was free to do what he
needed to... swerving around a braking car and heading back to the racing
surface seems logical enough at that point.
The spotter never changed the call of "clear, clear" even after KH hit RN.
