I don't see that that would be so. If you spend the same money on other
areas than aero, Surely there's going to be cheaper solutions and improvements.
And in addition you're not running cars that do lap times within .1s of your
opponents. The opening up of engine development is key here.

Yes, engines are the key that is why they are restricted. The reason
for restricting engines was to remove the biggest hurdle to small
teams becoming competitive. The cost of competitive engines was
gigantic, hundreds of millions. Now it is tens of millions because
they are restricted and we see a full field of competitive cars, do
you want to go back to watching a race between the Ferraris at the
front and the rest behind? Further restrictions perhaps best on the
budgets will ensure that clever small teams can not only compete but
win and we have had a taste of that this year. I like the taste.
