This is astounding.
Not at all. He was perfectly right. There was no way to pursue the
matter

Really. If you report a crime to the police are you happy for them
to say I'm sorry we can't do anything at all until the perpetrators
give themselves up?
That's distorting the point. In most countries you would have to make
a formal complaint and put your name to it. You'd have to be prepared
to go on the record in a trial.

Rubbish. Anonymous tipping is rife and officially encouraged. This was
far from anonymous.

This, it seems, is what NP didn't wish
to do. He didn't leave FIA much to work with.

On what do you base that?

unless somebody was prepared to come forward with good
evidence.

So which somebody's did he approaach to see if this was the case?

He didn't condone what had been done,

By omitting his duty he pretty much did.
Well that's tantamount to saying that his duty is to investigate all
and any rumours, irrespective of the source and whether or not the
complaining party is prepared to go on the record.

No it's not. Such a conclusion is nonsensical.

I'd also be wary right now of taking this report as the truth, the
whole truth and nothing but the truth. What if it went like this...
NP: My kid crashed deliberately under orders from his team boss.
MM: So will he give a sworn affidavit to that effect?
NP: Come on! This would put him in a very difficult position with a
team that he still hopes to secure a drive with for next year
MM: Will you give a sworn affidavit telling us what took place and how
you came to know that it took place?
NP: Hey, I'm just telling you what my kid told me.
MM: Well unless somebody comes forward with some evidence they're
prepared to put their name too then it can't be proved. I can't
summons the WMSC on the basis of things that I've heard from somebody
who says he heard them from somebody else but neither of those
somebodies are prepared to go on the record.

There you go again summoning a WMSC in advance of any investigation.

The WMSC only come into it if the FIA believe there are charges to
answer.

See... Max said "It can't be proved" but it wouldn't be the whole
truth.

he didn't dismiss the
matter,

Sounds that way.

he gave a perfectly sensible answer: "It can't be proved".

...and he knew this to be a fact? Very little of any crime can be
proven without some 'fact finding'.
It's actually not his job to provide the facts.

"Provide facts" is not synonymous with investigate....and that
absolutely should be his responsibility.

It's his job to
examine the facts that are laid before him.
Without anybody wishing to
go on the record he had nothing, even if he thought the matter stank
to high heaven.

Rubbish. Spygate and his reaction to the rumour of a McLaren driver
knowing something of interest contradicts everything you assert.

There would have been nothing to gain by pursuing this matter,
with the inevitable media attention and leaked documents, without
any evidence.

<cough> bollocks <cough>

Why is daddy's word not enough to have a private chat with NPJ? I'm
sure that if MRM had shown NPJ the same sympathy he has recently he
would have reached the same result.
See above, there's too much we don't know. It's quite possible that
this was all discussed and Max said that he couldn't prove anything
unless somebody was going to go on the record, and that if nobody was
prepared to go on the record he was not going to waste the WMSC's time
with a case that was impossible to prove.

Why anybody thinks this is a problem or even unusual is beyond me.

Well at least you know your limitations ;)

You are making your assessment based on unknown assumptions, mine is
simply based on and conditional on the report as published.

[snip further irrelevant mention of the WMSC]

They convened the WMSC once they had enough evidence to make it
worthwhile to do so.

Exactly, so every time you have mentioned them above has been out of
context.

From what we know, and this is all we know, Max was tipped off by NP
that his son had crashed deliberately and did nothing about it.

The event that some people have referred to has the most wicked
cheating in F1 history and as far as we know he stuck his head in the
sand.

That is wrong on all sorts of levels.
