It's pointless asking why Ferrari are in a position to know/decide when
the rulz are changing.
WTF can't teams tell Charlie Whiting/FIA which lap they've fueled their
cars to after the start(& during the race), so those which are genuinely
going to run out of fuel can go to the pits?
F1 being murdered by a thousand cuts.
Once the SC is called out, the only matter of importance is bunching the
field behind the car so emergency workers or medical staff can attend to
whatever caused the SC period without getting hit or run over. It's bound
to be problematic, but attending to HK under a tire wall without being
clobbered by a similar situation is more urgent than NH's fuel shortage.
