Damned if I can see anything in article 87 which allows changes to the engine.

e) Other than the straightforward replacement of one engine unit with another, a change will also be deemed to have taken place if any of the FIA seals are damaged or removed from the original engine after it has been used for the first time."

Crystal clear that what Ferrari has done is in breach of paras d and e. There is no ambiguity there for them to take advantage of. It is illegal.

In particular, part e says "Other than the straightforward replacement of one engine unit with another, a change will also be deemed to have taken place if any of the FIA seals are damaged or removed from the original engine after it has been used for the first time."

The FIA say, "Two of the five seals of the engine of car numbers 05, 06 and 14 were broken in order to replace one O-ring of a threaded plug in the central pneumatic pipe for valve actuation."

FIA supervision is irrelevant. The rules do not permit *any* change that involves breaking the seals. This change amounts to a complete change of engine under para e and MUST result in a 10 place penalty.
