The rules for the 2008 world championship, which 12 teams have now
signed up to, require engine manufacturers to submit their engine
designs for two years' time by the end of this June ? when the
sporting regulations must be ratified.

The teams would then be required to freeze development on these
engines until the end of 2010.

So far only Renault, Ferrari and Cosworth are believed to support the
concept, while others have been critical of the plan.

If I was an engine manufacturer and I could release an engine that would
win me the next couple of races, I wouldn't.
I would wait until the last possible minute and submit it AT the latest
possible time. Even I was sure not to get points until later in the
year.
And then yes, I would have an advantage for 2 years over the rest of the
field and I would not be the slightest ashamed.
Unsporting like?
Yes.
Ferrari would do it though...

In order for it to succeed, teams have to be allowed to modify and
change their engines in any manner as long as another team already has
that concept or mechanism registered.

F1 no longer will be the leader in technology.

It would have been better for everyone to mandate fuel consumption
limits and let the engine boys have at it and work on getting the most
performance on the least amount of fuel. Keep decreasing the allowance
each year. That would help all of us in the end..
