The brake systems for a '67 Cougar and Mustang are identical. Any kit that will work on that vintage Mustang will also work with the Cougar.
On my first Mustang (a '67), I actually replaced the entire front frame from the torque boxes forward with the front of a rear hit '67 Cougar. They shared a lot of common parts with the exception of the *** metal.
