Question regarding paid off vehicle/lien release

Apologies for being off topic but I thought someone may have run into
this problem I'm currently having. I paid off my Explorer last
February and have yet to receive the lien release or clear title from
Chase Bank. I've made numerous phone calls to them over the last 8
months with no luck. Does anyone know which state agency or
department has jurisdiction over a problem like this. I'm trying to
find out who I can complain to or how I can light a fire under Chase's
***. I live In Arizona.
