BC780XLT, out of the closet. Since the CHP is one of the few public
safety agencies that hasn't switched to encrypted digital
communications, I programmed one bank with the CHP frequencies for
this area and let 'er rip.
After listening with half an ear for a while (I was busy doing some
soldering in the foreground) it struck me that there were a LOT of
phoned-in MFFY reports from Joe Citizen driving on the freeway.
Despite the nearly continuous flow of such reports, I didn't notice
any that actually resulted in a traffic stop. The closest was a group
of Pontiac GTOs on the southbound 5 which were reported to be speeding
and weaving. An officer spotted them and followed them for a while,
but he observed no violations of the law (they were "Code 4") so he
broke off his pursuit.
So there are a quite a few non-JLEDIs out there who will report MFFY
behavior to 911, but apparently there are too many MFFYs and too few
cops to have much of an impact.
I think that there is another number to report non-emergency wvents,
like when you run out of gas or need help/directions want to report an
electronic sign with working poorly, 511 comes to mind. Maybe non-
emergency complaints go there..
