Suppose you drive your car that is registered in a state which
requires two license plates (like Illinois) into a different state
(like California) that also requires two plates. Suppose you have a
car like a Corvette which really looks ugly with a front plate, so you
"forgot" to mount it. Can a cop from a state OTHER than the one in
which your car is registered write you a ticket for not displaying
your front plate? Offhand I would assume "no," since I assume a cop in
CA cannot enforce the laws of another state (i.e. not in his
jurisdiction).
HOWEVER! A Canadian friend told me that he once received a ticket in
SoCal for having expired license plates, even though his car was
licensed in CANADA.(*) So was this just a REALLY clueless cop, or is
enforcing laws from other states/countries something that cops are
within their rights to do?
(*) The car was actually properly licensed at the time; Quebec
apparently stopped issuing the little year stickers for license
plates, expecting the cops to query the central database whenever they
wanted to check on whether a plate is expired or not. It was a
bureaucratic nightmare, but he finally got the ticket dismissed.
It seems like you are asking one question about two different laws.
1. A vehicle _legally_ registered in a state where only one license plate
is required is in compliance and cannot be ticketed for not having two
plates in a state that requires two.
2. A vehicle registered in a state or country that is not meeting the legal
requirements of that country or state cannot be operated in another state
unless it is in compliance with its state/country of origin. If you are
registered in Canada, but are displaying expired license plates, then you
can be ticketed in a state for that offense even though it is not registered
there..
