Some get frustrated others just pull a person over anyway without a reason or use driving slower than the flow (legal speed) as the reason.
A slowpoke today stopped at the green light, waited for my light to turn green and for me to accelerate into the intersection, then pulled in front of me and slammed on the brakes. Why don't they get pulled over more often? A driver going slower than the flow of traffic can cause a traffic jam and should be pulled over. This wasn't obvious to a wrist-resting LLB today, too busy with the phone to notice that traffic was swerving around it. The left blinkers, some left blinking for more than 15 seconds, were ignored. The LLB sped up after someone didn't bother changing lanes before passing on the right, and used the horn to interrupt its unimportant phone call.
