Sooo... without it, your task is to rebuild the flooded out areas, without
screwing the property owners in some _other_ way, and _not_ have them
rebuilding residentailly (izzat a word?) in the flood zone and requiring
superhuman efforts to evacuated them during the next 25 hurricanes...

So, lets hear it, whatcha gonna do that'll work and still not screw the
property owners? No fair demonizing them and declaring they deserve some kind
of screwing 'cuz they built there. It was legal to build there, everyone else
was doing it, and there's supposed to be these levees, see...
