Unlike most states, Maryland law permits slow drivers to block
the left lane. I doubt most drivers are aware that Maryland
law is different. More likely intense speed enforcement has
led to this behavior. In Massachusetts we have equally low
speed limits with less enforcement. When I hit the road
before rush hour the left lane is usually lightly occupied
by vehicles passing at 5-10 mph relative speed.
I don't think this behavior is based on people "asserting their right" to block the passing lane, I think it's a regional thing and people are just clueless. It's every bit as bad in northern Virginia, although the rest of Virginia is fairly pleasant to drive.
