It should be, and used to be, but it isn't in most states. The reason
it isn't illegal is because it was easier to legalize passing on the
right than to actually teach people to KRETP. I'm sure that it's not
illegal in MD.
When I indicate that the
driver exceeded the speed limit to pass, I mean that he is traveling
approximately 75mph while passing on the right.
That's slow compared to normal speeds on limited-access roadways. I was
doing 160 kph today and was among the slowest traffic in the right lane.
An average speed is around 130, although the traffic can sometimes be
moving at over 200.
Seriously. You're in Baltimore? Get over it. 75 is not that fast.
Given the above scenario, what/how many driving regulations have the
driver violated?
The illegal driver is failing to yield to faster traffic and failing to
keep right except to pass. If you're being passed on the right, you're
wrong.
