I don't think you understand who is in the wrong here. It's not the
driver passing on the right, it's the *** blocking the passing
lane.

Actually, I was thinking that both drivers are WRONG. But the only thing
the passer does wrong is to return to the left lane AFTER passing. That is,
unless he is moving left to pass vehicle number 3 (not mentioned) that is
ahead of him in the right lane. IN THAT CASE, then the only driver who is
wrong is the driver who was blocking the passing lane.

So to answer the OP's question . . . you can't "report" the passer to
his/her supervisor, as there is nothing to report. -Dave
