For the sake of clarity for all, when I was training to be a
dispatcher with a volunteer ambulance company I had to pass an FCC
mandated test. Same with when I worked at a college radio station,
the station held the license, but still had to have paperwork proving
I knew what I was doing to allow me on the air.

They require training and testing to operate almost any radio outside
of a select few bands, and are very serious about enforcing those
rules. Emergency operaters catch no breaks AFAIK, since they're
dealing in matters of life and death when on a radio.

We once had to suspend an officer due to misuse of the radio, because
someone with a scanner overheard and complained. Emergency bands are
heavily restricted, for good reason.
