Sorry... that's not reliable enough and is not two separate things. If
you're telling the dog to find drugs and he is concentrating on you
because you've trained him to alert on command then he is not finding
drugs. He's waiting for you to tell him to alert.

Speaking as the husband of a very successful and award-winning
professional dog trainer, I'd say you are full of ***. Dogs smart
enough to be trained to sniff drugs are smart enough to multi-task, such
as sniffing for drugs AND following other commands from their trainers,
at the same time. I've witnessed it myself. Dogs can be a lot smarter
than most people would give them credit for. -Dave
I was going to say similar things, but from another angle.
It's quite clear that non-verbal, i.e. hand-signals, are used to control
dogs.
For instance, while watching an explosives-sniffing dog, the trainer used
hand signals to direct the dog around the car. Also, I have seen similar
hand signals used to direct retrievers in finding downed birds, or to
direct their quartering a field. Dogs look back at their handlers quite
enough to allow the handler to give a non-verbal "alert" command.

It's quite clear (to anyone, even Jaybird) that a dog *COULD* be so
trained.
It's not clear that a police dept. would chance training a dog in that
manner;
a discovery of such a trained dog would very likely invalidate *ALL*
searches
by *ALL* dogs in that state (at least it would in WA state), which would
have
very serious consequences in the courts, probably allowing many criminals'
sentences to be over-turned.
The only thing that would be clear is the validity of the dog's
certification. If a handler is training a dog to alert on command and he's
walking around certified then you'd have a point.
