LLBing in Louisiana

I saw some footage on TV of people driving out of New Orleans.
The left-most lane of a 3-lane highway was chocka with cars.
The other 2 lanes just had a few cars going by every now and
then. Why was everyone in the one lane?

In some other footage, there was a 5-lane stretch, where the
3 left-most lanes were full and crawling, and the other 2
lanes were nearly empty. However, the cars in those 2 nearly
empty lanes were only doing something like 20mph, when there
was miles of clear road ahead of them. What is going on here?
