prevent the "leakage current trip" from ever operating, under what
conditions would it operate?

I am afraid I don't know John. I am not an electrician. But I do
know there is a trip above each of the five benches (I can provide
a pic if this is of use) and a huge 10KVA isolation transformer in
one corner. The workshop has a gov't safety inspection certificate.
