Nothing wrong with the claim. A few questions no hostility intended or
implied:
a) Assuming all other parameters are equal as to tolerance, rating,
voltage and actual-as-compared to rating, does this still hold true?
Put another way, an 0.22uf cap w/in 1% of rating at 600V of Material A,
and manufactured to tight tolerances of best-of-class Material A *will*
sound differently than a cap of the same measurements and QC tolerances
of Material B? (within the universe of plastic caps, of course... wax
vs. PTFE does not count)
b) On what do you base your assertion(s)? Personal experience based on
sighted, sequential (as opposed to double-blind A/B simultaneous)
comparisons is OK. Just asking.
c) In your experience/opinion, can these differences be measured
(reliably) with instruments other than the human ear?
