In my view, the sensitivities of all three drive units should be the same. If not, then by far the best thing is to use an electronic crossover and active amplification so that level adjustments can be done easily and at signal level, not loudspeaker drive level.
Frankly, I'd say the same thing, but take it a step farther: driver sensitivity is about the LAST spec you should be concerned with. For one thing, it's only relavant if the drivers are all mounted in the same location, on the same plane, facing the same direction.
Second, as Serge has noted, a properly designed system will let you adjust the level to the individual drivers - given the nasty acoustic environment of the car interior, you can't just assume that your chosen crossover points are going to work very well either, and you really want to be able to adjust them AND the levels.
Relative levels of various frequencies will be greatly affected by the acoustic environment, and as the frequencies go up, will be more and more directional as well: you can match the sensitivities of your mid and tweeter, but if you sit significantly off-axis, the highs will start to drop off, and you may be wishing the tweeters were MORE sensitive.
Finally, sensitivity ratings give NO indication of actual sound quality.
