Could this be a misprint and they are trying to say "Relay" or "Delay"?
By the way, if you should succeed in charging this thing, be careful
not to short circuit it. A capacitor this large will make a mess out of
a screwdriver if you slip and touch both terminals.
Either the directions are incorrect or you are misreading them.
