What were the meters on the console doing? If you had headphones plugged
into the console, were the levels reasonable in the phones? Do the mikes
need phantom power and was it on?

Before I got the mixer, I had an old radio shack mixer that I used to
use with the very same mics. There was never an issue with volume.
Even with the pots turned up to 4-5, it was plenty loud, but with the
Behringer it seems like I have to almost crank up the dB to hear it at
a normal level.

If it sounds good when the knobs are turned way up, turn the knobs way up
and don't worry. If it doesn't sound good, find out why.

Is this a problem with the Behringer or maybe a bad mixer?

I'm not sure it is a problem, but I would check levels at each stage along
the way, and I would suspect cables before anything else.
