You're going to want to look at the hot and ground legs with the scope,
then. Use a series cap on the hot leg.

A big inductive line filter may fix it.

About what I was thinking. If that winds up being the final diagnosis,
what's a good commercially-available unit? My friend is not a DIY type.

I don't know of any inexpensive ones offhand; the good ones I know of
will all be more expensive than buying a used HHb recorder. A Corcom
filter module might work fine but that would require some DIY work.
