Almost certainly a manufacturing problem with the tape, then. In the
month before Quantegy shut down the line they were having all kinds of
problems.

Take the bad section, splice it out and throw it away.

Try the RMGI tape. Prices are reasonable and it's made by folks who
understand process control.
