Don't worry about the keyboard and mouse settings in Device Manager.
The main tweak needed for a DAW is to set processor priority to
background services. Your soundcard driver is a background service.
Apart from that, install plenty of RAM and try not to have anything
unnecessary running behind an audio session.
One hopes that Cool 'n Quiet is clever enough not to throttle back the
CPU while audio is streaming. But maybe it isn't. Certainly, if
you're getting audio glitches, one of the first things I'd try is
turning it off.
Do you really need to run two audio systems? Can't you disable the
onboard audio in BIOS? At least try, and see if the problems
decrease.
Is the Terratec card up to date with latest drivers?
