The volume pot is bad. Possibly because it has DC across it (either due to
a failed capacitor or a design problem). Since the speakers are total trash,
it's not worth the time to diagnose it, and you should just replace them.
If you really want to spend the effort, squirt a little Cailube in there and
check the DC between wiper and each end of the element on the pot. But it's
really not even worth the ten minutes it'll take to get the case open.
