Yes, but Usenet isn't. By the time these countries got connected to the
Internet, Usenet was already in decline and most large ISPs weren't pushing
Usenet as a major service.

Korea is a weird one, since they went from having no network infrastructure
at all to having almost universal DSL in every home in the course of two or
three years. They basically built everything from the ground up and they
have their own insular messaging systems that nobody else really sees.

There are are Japanese and Korean usenet heirarchies, in the han. and jp.
top levels, with some activity. Not much Chinese Usenet though.
