If you ever do decide to go down the Mac route, you can pick up a Beige
G3 desktop for a few quid nowadays. With the built-in sound hardware,
and freeware "Coaster", you can be all set up to record at minimal cost.
(Use OS 8.6, it doesn't work on OS9). The resulting files are in AIFF
format, but freeware "SoundApp" will convert them to anything you want
(except mp3, and there are free converters for that too)

If portability is essential, I am not sure how (or if) a laptop of that
era will cope; you would need to check that the built-in sound hardware
was not just mono 8-bit. Mac laptops also seem to keep their prices, so
you might not get one very cheaply.

I recently needed a couple of machines quickly and cheaply to use as
two-track sound recorders and editors at a fixed location - and Beige
G3s were the answer.

Even varities of the G4 towers are now to be had for very small money,
meaning under $300, and they'll run OS9.2.2 well and OSX up to about
10.3.9 reasonably well.
