Yes it does, if you want to be pedantic.
In the absence of a suffix, "dB" is a measure of ratio, with 0dB meaning 1:1.
Most of us happen to know that in this particular context, +4dB really means +4dBu and -10dB means -10dBV, and we overlook the sloppy terminology, but that's only because we're used to those two figures as widespread standards for pro and consumer audio respectively.
