16 is the number of bits and 44 is the sample rate.
24 bits is standard for recording now (that what the converters output, so
why go less ?), but there is conjecture as to the value of higher sample
rates. Simplistically, halve the sample rate to give the maximum frequency
that can be reproduced. (44 =44,100 and 96 = 96,000)
