This happens when you record at a lower bitrate than you are
playing it back at.

I know how to fix this in Audition/CEP, perhaps SF has a
similar feature.
The feature that you use to fix problems like this in
Audition/CEP is called "Adjust Sample Rate".
It changes the header on the wave file so that the correct
sample rate is reflected there. But, it doesn't actually
change the file. The file will then play back correctly.
Resample files that are playing back correctly, to have the
desired sample rate.
