I agree; talk to the publishers.  Market forces and all.

Publishers part of the problem.  Cut 'em out.
Commission authors to write the book.  A decent wage but not
for commission. State owns the book rights and the only cost
after that is printing at commercial printers.

That's a hell of a lot of commissioning to do.  For example, we teach 5
sections of Music Fundamentals:  4 professors using 3 different books.  
And that's just one course in one college.

One course, 1 book. And music fundamental probably doesn't have
enough
students to warrant. Math, english, history etc where 1000's of
students are
enrolled each semester is where it makes obvious sense.
