one would be upset that China is exempt.
If one believes in GW, one would be upset that CHina is allowed
to wantonly contribute to the problem.

from the costly environmental controls other nations have to comply
with.
No, if one is against Kyoto and does not believe GW exists, one would
not use Kyoto or a GW proponent as premises in an argument. That
would be hypocritical.
no, one would have a legitimate complaint.
not about GW, though, but about trade and economies.
and, even if GW is a fraud, there are certainly
many other real negatives about China and environmental pollution.
